SECTION VI: RAID GUIDELINES
SECTION VI - CONSTITUENT I: INTRODUCTION
This document contains essential and pertinent information regarding raids carried out at Site-45. During raids, two parties participate - the Foundation and the hostile force. All members of the Foundation are free to remain/join the site during raids, however, there are some restrictions in place. Only combative members are free to participate in the firefight.
The Foundation’s goal is simple. They need to prevent the hostile force from dealing damage to the facility or to any of its members. All Foundation assets must be protected at all costs.
The goal of the hostile force varies, depending on the orders given by the hostile force’s command team. Some goals include breaching SCPs, extracting Class D, and taking hostages.
The accomplishments of both parties will be evaluated at the end of the raid, during negotiations. Evidence of accomplishments is required. During this evaluation, a winner will be decided (or there will be a tie, if necessary).
It is essential that you read over the contents of this document. The information that is contained within this document can be the tipping point when it comes to winning or losing a raid. Regulations that are broken will result in penalties, which could severely hurt the offending party. This document exists to ensure raids are kept fair for all involved parties.
SECTION VI- CONSTITUENT II: RAID INFORMATION
Raids can be hosted by a member of the Department of External Affairs holding the rank Adviser+, as well as Level 4+ members of the Foundation. Department of External Affairs members are to be given priority. The raid host handles the raid. Any violations, questions, comments and/or concerns should be voiced to them.
The hostile force may know beforehand when a raid will commence. Foundation members are not allowed to know when a raid is taking place, to allow for an element of surprise.
If it is suspected that members of the Foundation were made aware of the raid, then the raid is to be postponed anywhere between 15-30 minutes, as determined by the raid host and the hostile force’s command team.
Raids may last between 30-45 minutes, as determined by the raid notification from the hostile force. This excludes post-raid discussions.
There is a cooldown of four hours between raids, regardless of the hostile force. This cool down begins after the negotiation period of a raid has concluded.
SECTION VI- CONSTITUENT III: RAID TYPES
Depending on the raid type that is chosen by the hostile force, conditions of the raid will change. The available raid types are detailed below.
Standard
The goal of “Standard” is for the hostile force to breach SCPs, take hostages and extract Class D.
Capture the Hill
The goal of “Capture the Hill” is for the hostile force to hold down the Class D Containment Zone for as long as possible. Hostiles will be given 5 minutes to brainstorm and then take over the CDCZ. The outcome of the raid will be decided on how long the Foundation or the hostile force can hold the CDCZ. Both parties MUST gather proof and a time for how long CDCZ was held. Class-D will be permitted to assist the hostile force in the capture of CDCZ. The use of handcuffs is not permitted during this raid type.
Hostage Extraction
The goal of "Hostage Extraction" is for the hostile force to defend the Raid Representative for as long as possible. Throughout the raid, it is the Foundation's goal to extract the Raid Representative and exterminate the Hostile force. In the case of the death of the Raid Representative by the Foundation, the hostiles will gain a win. In the case of the death of the Raid Representative being by the hostile force, the Foundation will gain a win. The Raid Representative MUST record the entire raid to provide proof of any deaths or violations in the case that he or she dies.
SECTION VI- CONSTITUENT IV: PRE-RAID PROCEDURES
To request a raid, the hostile force’s command team must submit a notification of their intentions via Discord (instructions as to what the notification should include are detailed in a Discord channel). Upon submission, the raid request will either be approved or declined depending on various factors, such as player count, available resources, etc.
The hostile force cannot choose which server to raid. The raid must take place in the largest server possible that has the capacity to allow the hostile force to join. In addition to this, the raid host must confirm there are combative personnel on the server where the raid is planned to take place. This is to ensure there is a line of defense. If there is not an adequate line of defense, the raid must be postponed until more combative members join, or the raid needs to be moved to another server with an adequate line of defense.
SECTION VI- CONSTITUENT V: ENTRY POINTS
The hostile forces are permitted to enter the facility through the following areas;

(+10 Points) Foundation combative personnel are not allowed to enter the following areas, as it would result in an unfair advantage.

Members not part of the Mobile Task Forces are not allowed in Containment Zones (excluding Level 4+).
(-10 Points) The hostile force is not allowed to enter the following areas, as it would result in an unfair advantage.
Mobile Task Force and Security Department spawn points.
Non-combative personnel are not allowed to enter CDCZ.
(-/+10 Points) The raid host or hostile representative may call a cease-fire if necessary, as long as it is for an adequate reason. It is prohibited to abuse this privilege by calling it too many times or to gain a competitive advantage. During this time, parties are prohibited from engaging with one another. If you are being attacked, do not attack back.
Non-combative personnel who are failing to comply with orders from the Mobile Task Forces or the Security Department are allowed to be terminated.
(-20 Points) It is forbidden to bring SCPs to an area where members of the Foundation are unable to enter.
(-/+5 Points) Text-shielding is not allowed. This is where large or multiple messages are sent with the intent of obstructing the view of an area, such as a tunnel entrance.
(-/+5 Points) Wall shooting is not permitted. To avoid getting penalized for this violation, please ensure your character’s body is visible in the direction you are firing.
Any notifications to Foundation members (excluding those in the Department of External Affairs server) that a raid is scheduled to begin are prohibited. Disciplinary action will be taken against players who violate this rule, no matter which party they are part of, and will be discussed between the parties involved.
(-5 Points) The hostile force must not switch teams throughout the raid.
The hostile force may request a blackout for a duration of 5 minutes. After this period, there is a 10-minute cool down before another blackout can be authorized. This can be requested via the DEA Discord.
(-15 Points) The hostile force may not “spawn-camp” combative personnel, or restrict them from leaving their designated spawn area.
The Test Subject Cells and Containment Zones must not be on lock down for the duration of the raid. During negotiations, a Test Subject Cell lock down is to be called, placing any Class D who are not at Zone A in their cells.
Class D are not to be placed in their cells for the duration of the raid. This excludes negotiations.
The hostile force is not permitted to use stat boosting SCPs, such as SCP-1200, and SCP-914.
If a Class D goes rogue during negotiations, they are exempt from any rules outlined in this document, therefore, can be dealt with normally.
Raid negotiations should be conducted in an orderly manner.
The raid host should be non-combative throughout the raid. The only exception to this rule is during negotiations, for self-defense purposes.
The hostile force is permitted to enter the Containment Zones through the Light Containment Zone Access Shafts.
The raid representative is required to notify Foundation Personnel of cease fire one minute before cease fire. They can do this by either making an announcement (if they possess a Level 4 clearance or above) or by announcing it on the radio.
SECTION VI- CONSTITUENT VII: HOSTAGES
The hostile force is allowed to take hostages, however, the hostage must meet the following requirements.
Must hold a Level 2 clearance or above.
Must not be associated with the raiding party.
For a hostage to be considered captured, they must remain with hostile force members (at least two) for a minimum of 1 minute, up to a maximum of 5 minutes. The hostage may not flee during this time. After 5 minutes, the hostage must be released. Please ensure evidence is collected, otherwise, you will not gain points for holding someone hostage. Hostages must be held in an area where combative members of the Foundation may retrieve them, which can be found under “Regulations & Violations”.
Multiple hostages may be held, however, only three are eligible towards points per set. For example, two teams consisting of two hostiles each can go off on their own and capture their own group of hostages. Only three hostages, per group, will count towards points.
While a hostage is in custody of the hostile force, they must be fully compliant, listen to orders and not run away. In addition, a hostage may not attempt to defend themselves if there is more than one hostile member with them. The hostile force can only make demands that do not violate the rules stated in this document or elsewhere, such as the Supreme Guidelines.
After taking someone hostage, the hostage must alert the Foundation of their location via the radio in the “General” channel. The hostage can be used as a bargaining chip if it is wished. Upon completion of the bargaining deal, the hostage(s) is/are to be released back into the custody of the Foundation.
There is a penalty of +/-20 points if any part of this section is violated.
SECTION VI- CONSTITUENT VIII: AWARDING POINTS
The winner of a raid is determined via the use of a points system. This section covers how this point system works and details what is worthy of points.
SCP Breaches
The below points are awarded when an SCP reaches the specified location. These points do not stack, meaning you will not get points for both getting an SCP outside of its containment zone and to zone D.
In the event the SCP is infectious (your player infecting other players), points will only be awarded at the location a member of the Foundation was infected. Points do not stack.

SECTION VI - CONSTITUENT IX: NEGOTIATIONS
After the allotted time for the raid has elapsed, a cease-fire is to be called. All hostile actions between the Foundation and the raiding force are to halt. A cease-fire can be called by turning off the raid alarm.
After a cease-fire has been called, all weapons are to be unequipped (excluding Alpha-1) and members that are participating in the raid are to move to Zone A for negotiations. During this time, a discussion will be held stating accomplishments that were made by the parties involved in the raid. The raid host will tally up points based on evidence gathered throughout the raid and will ask if any party has information to share, such as violations or queries.

If both parties agree, a raid can be considered as invalid, resulting in nobody winning. This could be due to reasons such as a laggy server or an exploiter.
